Well, you _can_ but you would have to set systemd mount options:
gluster:oneds /var/lib/one glusterfs
defaults,x-systemd.requires=network-online 0 0
gluster:glusterds /var/lib/one/datastores glusterfs
defaults,x-systemd.requires=/var/lib/one,x-systemd.requires=network-online
0 0
