After you upgrade from 3.6.1 to 3.7.1, you must make sure that the corresponding glusterd op-version is changes as well. In 3.6.1, quota.conf used to have a version "version: v1.1", and 3.7.1 will have quota.conf "version : v1.2". you can check the same in "/var/lib/glusterd/vols/<volname>/quota.conf. If there is heterogeneous cluster (some nodes are in 3.6.1 and some has been upgraded to 3.7.1), then there is possibility of "peer reject" as quota.conf will be different with these 2 version. Please make sure that all nodes are in the same version. If you ensure that, then you are good to go with the upgrade.
