What do you mean by "the peer host"? Unless the cluster has only two nodes,
there are multiple peers.

As per the example given: if server3 is the one which has failed, then you
need to find server3's UUID.  You find this from either server1 or server2
(the peers), both of which have a record of the UUIDs of all their peers.

Then you put this in /var/lib/glusterd/glusterd.info on the replacement
server3.
