They won't ever be in EPEL. Nor will they be in CentOS Stream 9 proper.

They will be in CentOS Storage SIG repos for Stream 9.

What will be in the CentOS Stream 9 Extras repo will be the centos-release-gluster9 and centos-release-gluster10 packages. Once you install one of those then you'll be able to install gluster easily.

And you can always install it the hard by by manually downloading from the CentOS CBS build system at https://cbs.centos.org/koji/packageinfo?packageID=5.  Packages for Stream 9 have been there for quite some time now — since September of last year.
