Is glusterd upgrade procedure idempotent?

When gluster is upgraded, we update the volfiles in the post install
part of package installations.

In container world, there is no such procedure. We kill the old
container and bring up a new container with new Gluster packages. IMO,

glusterd --xlator-option *.upgrade=on -N

command is a idempotent operation which can be run before starting
glusterd service in a container.
Am I right?
