Indeed there are mising tools, either because they are about features NetBSD does
not have and which are skipped in the test, like XFS, or because they are in tests
we do not run, like in tests/bugs.

The -f flag to run-tests.sh makes sure the tool test is not fatal. 
/opt/qa/regression.sh uses it. Did you made changes to run-tests.sh that inhibited
the -f flag?
