configure, xml test seems wrong in 3.5, 3.6

autogen.sh/configure.ac seems to test for libxml2 and generate a configure file that enables XML support by default.

But, when configure is run, it will disable XML support if geo-rep is _not_ enabled; e.g. in the Mac OS X build.

We have other uses of XML besides geo-rep, right? Shouldn't XML support be independent of geo-rep? Or am I reading the generated configure file incorrectly?
