I tracked it down to this:

self-heal deamon is only detected if glusterd starts when a volume has
already been created/started.

If I create/start a volume, glusterd will not detect self-heal daemon
until it (glusterd) restarts.

And when glusterd sees self-heal daemon, doing a gluster volume start
force breaks self-heal daemon detection.
