Per the discussion between ndevos and kaleb on IRC, this has been
conclusively
closed. glusterfs-cli will be a new sub-rpm which will have gluster cli
and man page

glusterfs does not have a dependency (i.e. a Requires: clause) on
glusterfs-libs. This is intentional.
vdsm/qemu-kvm/oVirt packages need to change their dependency from
glusterfs to glusterfs-libs.

No, it's not. Only the libraries are in glusterfs-libs.
If not, then just
doing what you suggest, won't work
How? If you need /usr/sbin/gluster, install glusterfs.
Otherwise you haven't given me enough information to understand the
problem.
