[PATCH 1/4] parseopt: add PARSE_OPT_KEEP_UNKNOWN

Add a parseopt flag, PARSE_OPT_KEEP_UNKNOWN, that can be used to keep
unknown options in argv, similar to the existing KEEP flags.
