[PATCH 18/21] builtin-remote: add set-head subcommand

Provide a porcelain command for setting and deleting
$GIT_DIR/remotes/<remote>/HEAD.

While we're at it, document what $GIT_DIR/remotes/<remote>/HEAD is all
about.
