There are a handful fixes since 1.6.1-rc2 on 'master' and I am hoping that
we can do -rc3 later today, and declare the 1.6.1 final on the 20th or
so.

  builtin-gc.c: use new pack_keep bitfield to detect .keep file existence
  t7700: demonstrate mishandling of loose objects in an alternate ODB
  sha1_file.c: split has_loose_object() into local and non-local
    counterparts
  pack-objects: extend --local to mean ignore non-local loose objects too
  t7700: test that 'repack -a' packs alternate packed objects
  repack: only unpack-unreachable if we are deleting redundant packs
