I agree that splitting it might not make it stronger but it might increase the signal/noise ratio and make it less daunting for users to ask a question. Even so, the "how to ask smart questions guide" [1] advises users to try the 'user' list first if there is one available. Then again, as mentioned earlier in the thread there are arguments to be said in favor of just one list.
