While the Git project does distribute Git GUI, we don't distribute any
binaries, including for Windows.  I did try your example on my Debian
unstable system, and I got a link to
https://www.kernel.org/pub/software/scm/git/docs/ in my preferred web
browser.

My guess is that this is just an ordinary packaging bug, and as such
should be sent to the Git for Windows project, which distributes the
Windows binaries, at their issue tracker:
https://github.com/git-for-windows/git/issues.  I'd suggest that you
reach out there after searching first to see if it's already been
reported.  I will warn you that the maintainer is busy, as is usual with
open source projects, so it may take some time to get fixed.
