[PATCH 3/4] refs: remove NO_SYMLINK_HEAD

This step is for Git 3.0.

Remove the build-time setting NO_SYMLINK_HEAD that is used to
override the end-user supplied core.preferSymlinkRefs and force
use of textual symrefs, as core.preferSymlinkRefs is now gone
and we use textual symrefs only.
