As noted in 6c62f015520 (for-each-repo: do nothing on empty config, 2021-01-08) this command wants to ignore a non-existing config key, but it's been conflating that with bad config keys. A subsequent commit will address that, but for now let's fix the gaps in test coverage, and show what we're currently doing in these cases.
