That's hardwired - cvsserver with the pserver protocol can only be
used for anonymous read-only operations. For commits, the normal way
of doing things is to use cvs-over-ssh, which cvsserver supports
pretty well.

If you are just testing readonly operations - don't pass a username,
or say anonymous@ .
