[PATCH v2 2/2] maintenance: incremental strategy runs pack-refs weekly

When the 'maintenance.strategy' config option is set to 'incremental',
a default maintenance schedule is enabled. Add the 'pack-refs' task to
that strategy at the weekly cadence.
