[PATCH 1/5] Start TODO-rebase.sh

This is a verbatim copy of `git-rebase.sh`. This acts as a tracker
for components to be converted and to find the progress of current
conversion of `git-rebase.sh` to `builtin/rebase.c`. The commented
parts denote the converted parts.
