That's an interesting idea. You would need to check it out somehow,
but then it should just work.

i.e.

$ git p4 unshelve NNNN
$ git checkout remotes/p4/unshelved/NNNN
$ vim foo.c
$ git commit --amend foo.c
$ git p4 submit --origin HEAD^ --update-shelve NNNN

I think it should work as-is.
