This should be split onto two lines.

Also, "prefix cannot not start ..." has two "not". I suggest changing it
to "prefix must not start ...", because that makes it clearer that the
caller is at fault.

What if the caller passes the empty string as prefix? In that case, the
end result would be "/<pattern>", which is also bogus.
