Create test-list-objects helper program to output a random sample of OIDs present in the repo. If no command line arguments are provided, all OIDs are output. The first command line argument specifies how many samples to output. Samples are collected across the entire set of available OIDs to avoid clustering and therefore quite uniformly distributed. If a second command line argument "--missing" is given, then a list of OIDs is generated without examining the repo.
