[RFC PATCH 1/2] Always write push cert to disk

receive-pack: store push cert irrespective of hook

Push certificates are being saved to disk only when hook was
attached on the server side, which may complicate tooling and
interaction with the certificates. Add write_push_cert_sha1() to
save push cert to disk regardless of this.
