astring         = ... / string
string          = quoted / ...
quoted          = DQUOTE *QUOTED-CHAR DQUOTE
QUOTED-CHAR     = <any TEXT-CHAR except quoted-specials> /
                  "\" quoted-specials
quoted-specials = DQUOTE / "\"

Thus the quoting applies to any element that is a string (and a double
quote needs to be quoted as well).
