There is both ToDo and Wishlist pages on Git Wiki:

There exists TODO file in todo branch of git.git repository:
  http://git.kernel.org/?p=git/git.git;a=tree;hb=todo
  http://git.kernel.org/?p=git/git.git;a=blob;hb=todo;f=TODO

And of course "Getting Involved" section on FrontPage of Git Wiki.
