git commit -a does not add untracked files.  Such files might be build
by-products or such and you haven't told Git to track them, so it
doesn't.

From git-commit(1):
  -a, --all
      Tell the command to automatically stage files that have been
      modified and deleted, but new files you have not told Git about
      are not affected.
