Yes git can do that, but...

Git is designed to be a source tracking system, but others do use it for large objects.

Again, git is an open source tool and project, not a vendor. You are not going to get a sources sought response from the project proper. If you would like I can help you off list, as this is type of work I supported for DISA and other COCOMs / Agencies.
