Two knee-jerk reactions after a quick scan. - You include "heads" for normal builds by hardcoded "GITWEB_WANTED_REFS = heads" but include "tags" unconditionally by having @ref_views = ("tags", @wanted_refs) in the code. Why? - Does this have be a compile-time decision?
