You gave the answer yourself: until there is somebody who needs it, I guess it will not be there. Note that it would be relatively easy: I already gave the location where the hook should go (builtin-commit-tree.c, line 151), and you can see an example how to execute a hook in receive-pack.c, lines 67ff.
