I guess you can. In short twitter lets you subscribe to people by
"following them" or topics via "#hashTags", say #git. You can watch
#git to know what random people are telling about it but as somebody
mentioned above, if this guy tweets everything from the mailing list
with #git, its gonna be a big mess. Else its for people who watch
twitter more often than their email inbox.
