The convert_to_git() function used to have a checksafe parameter, which could be used to prevent safe_crlf checks by passing 0 instead of the value of the global variable safe_crlf. Since preventing checks is a wider concept than just disabling safe_crlf, generalize the parameter so that it can be used for other types of checks as well. I'd originally intended to combine it with the new one, but I couldn't seem to find a correspondence between the intended use of the normalized data and whether checks are allowed or not (for example, diff allows checks but blame does not), so I'm keeping that as a separate facet.
