[PATCH RFC3 02/13] Docs: send-email: Refer to CONFIGURATION section for sendemail.multiedit

Replace description of sendemail.multiedit in --annotate docs
with a reference to the CONFIGURATION section.

Add such a reference to the --compose documentation.
