[PATCH 1/3] autoconf: Add support for setting SHELL_PATH and PERL_PATH

This patch adds support for setting SHELL_PATH and PERL_PATH to
autoconf generated ./configure script via --with-shell=PATH and
--with-perl=PATH options.
