We could use user's "global" configuration file, ~/.gitconfig, in patch
from Johannes Schindelin (and now in 'pu').

So GIT_CONFIG would be ~/.gitconfig, and GIT_CONFIG_LOCAL would be 
$GIT_DIR/config or what?
