Is it normal if all files in babl and gegl sources archives are from
epoch origin (Jan 1 1970)?

Not sure if it's related, but ninja-build fails when I attempt to build
babl or gegl here (CentOS 7, ninja 1.7.2):
 ninja: error: manifest 'build.ninja' still dirty after 100 tries

A recursive `touch` in the sources tree did solve it.
