Gimp for display adjustments?

Is there anyway to use gimp as a real-time display adjustment tool to
effect my entire monitor since gimp is kinda like an overlay in the Linux
OS anyway. Not necessary explicitly for filters but image adjustments such
as curves, hues, saturations, even resolution found under the image and
colors menu items? It would be neat if video could be processed somehow too
for video editing.
