libwinpthread-1.dll

[Max via gimp-developer-list <gimp-developer-list@xxxxxxxxx>]

libwinpthread-1.dll not found error keeps coming up when launching 
2.10.14.  Haven't found anything that doesn't work yet, but would like 
to know solution.
