Gimp Windows installer should have an option to install without admin rights. I know, there are portable apps, but why not use the original installer? Cygwin installer has an option -B --no-admin Do not check for and enforce running as Administrator Same should work for Gimp installer on Windows. With -B installer should ask user for a user writable target folder.
