This error usually means that some DLL is loading itself when it shouldn't.
Hence my previous suggestion. You claim you have no such DLLs.

Windows will load DLLs as it encounters them in an application's startup
requirement.

To find these DLLs, it uses an algorithm whereby, first it looks into the
folder containing the executable, the current folder, the Windows System
folder, The Windows folder itself and finally the PATH environment
variable.

To locate which DLL is causing this violation, start GIMP with the verbose
option from a command window and see where you get the error.

My builds automatically create a logfile with this information to make it
easier for me to respond to these types issues. You can try my portable
build to see if you get the same error.
