gimp 2.9 build on linux, now jpeg, tiff, etc are unknown file types

I've been using gimp 2.9.2 and 2.9.3, building from a git clone without issues, using a subdirectory of my home for the install location.

I've now moved the install location to /usr/local, and the autogen, make and make install steps complete without errors. Note: I now use sudo make install in order to add files to /usr/local, before I simply invoked make install to send files to my home/gimp subdirectory.

However the new build of gimp does not recognize common image types such as jpeg, tiff, etc. During the autogen step, I get output:
/
/

   /checking for TIFFReadScanline in -ltiff... yes/
   /checking tiffio.h usability... yes/
   /checking tiffio.h presence... yes/
   /checking for tiffio.h... yes/
   /checking for jpeg_destroy_decompress in -ljpeg... yes/
   /checking for jpeglib.h... yes/
   /checking for jpeg_save_markers in -ljpeg... yes

which looks hopeful, but at the end there's no mention of jpg or tiff file support (just JPEG2000),

Shared libraries for tiff and jpeg exist on my system (as I said, gimp 2.9 worked when the install target was my home directory).

   /ldconfig -p | grep tiff/
   /    libtiffxx.so.5 (libc6,x86-64) =>
   /usr/lib/x86_64-linux-gnu/libtiffxx.so.5/
   /    libtiffxx.so (libc6,x86-64) =>
   /usr/lib/x86_64-linux-gnu/libtiffxx.so/
   /    libtiff.so.5 (libc6,x86-64) =>
   /usr/lib/x86_64-linux-gnu/libtiff.so.5/
   /    libtiff.so.5 (libc6) => /usr/lib/i386-linux-gnu/libtiff.so.5/
   /    libtiff.so (libc6,x86-64) => /usr/lib/x86_64-linux-gnu/libtiff.so/

There must be a simple explanation, I just can't think of it!
