Actually there is nobody who has the right to give special permission. The GIMP software and manual are both released under very specific copyright conditions. The GIMP web site is copyrighted by "The GIMP Team". The members of the team are listed at http://www.gimp.org/team.html, but there is no statement that any particular person has the right to release the material under altered conditions.
