gegl-init: Split out module directory logic to function
This commit leads to a wrong gegl module search path.
Gimp are unable to find the gegl modules.
Workaround: export GEGL_PATH=/usr/lib/x86_64-linux-gnu/gegl-0.3 before
starting Gimp 2.9.1
OS: Ubuntu Linux 14.10 64 bit.

PS: In my latest PPA build I reverted gegl/gegl-init.c. Now it works.
