I imagine this could be 'easy' to implement simply by adding a new unit of measure for brush sizes: "screen pixels" (as contrasted to "image pixels").  This might not be a useful feature to have for all measurements, but for brush sizes it could indeed be a plus.

For comparison, when you make adjustments in Inkscape the Alt modifier allows you to adjust things in terms of screen pixels (using the current zoom level), and it's a handy thing to have available.
