If by 'merging' you mean that the GIMP toolbox groups tools into 'families' (preferably with a dropdown menu so you can select the specific tool) then I can support this -- in my GIMP I literally removed half the icons from the toolbox because (1) they're tools I don't use often at all and (2) I wanted to minimize the amount of real estate occupied by the box.
