Hi,

I know it's not that simple as an extra option in these
both tools dialogs, but does the following help you?:

1. In the Layers dialog right-click on that particular layer,
select 'Alpha to Selection'.
2. Press Q to show the quick mask.
3. Use the Threshold Tool and play with the black and white
triangle sliders to set the range -> this affects the selection.
4. Press Q again to hide the quick mask.
