Having messed around with GIMP on my n900, it would be a nightmare to redesign for a touch interface. Then there's having to pull in GTK or replace it, battery issues, etc - a long list of non-fun :) Now a bare-bones editor based on GEGL/BABL might be interesting. I'm surprised there's not a basic editor for android already available.
