Do you get this message when you run autogen.sh?

   WARNING: You have disabled gtk-doc.
            As a result, you will not be able to generate the API
            documentation and 'make dist' will not work.


If you don't, debug why. If you do, then gtk-doc.make will just contain

        echo "EXTRA_DIST = missing-gtk-doc" > gtk-doc.make

but this does not seem to be the case for you.

Maybe you did a typo in "--disable-gtk-doc" ?
