That is because the folder *is* a layer.

I disabled layer mask creation on groups because it's not finished
and crashes badly in some situations. Plus, it's not trivial to fix
and I was distracted by other hacks.

Of course we thought about it. The group is just a layer and will have
all a layer's features apart from editing its pixels.

The feature is completely there, just the GUI to create the mask is
blocked. It will be there in the final 2.8 release.
