I just did this recently on a new machine.

I installed according to this page:
http://gimp-win.sourceforge.net/faq.html

Specifically:

I followed links and installed the corresponding versions in the
correct order, then gimp.  It works.

FYI the versions I used were-

python-2.5.4.msi
pycairo-1.2.6-1.win32-py2.5.exe
pygobject-2.12.3-1.win32-py2.5.exe
pygtk-2.10.6-1.win32-py2.5.exe
