The translators do that (using intltool) before they start to work on the translations. Or they download uptodate po files from l10n.gnome.org. The files in SVN only change when a translators commits an update. And what you claim is not true. The German translation at least has the words that you mentioned translated. You probably missed that because you grepped for the words without mnemonics.
